How?
Lights light up, fans spin, and it sounds like the harddrive is whirring away?
It's because you have a weak voltage rail in your power supply. More than likely the 12 volt rail.
(Your computer power supply has three power rails.
3.3 volts, 5 volts, and 12 volts. Even if it has multiple 12 volt rails, they ALL come from one main 12 volt rail inside the power supply.

If you just have the usual lights on your computer, ALL of them use less than 1 Watt.
EACH fan uses 2 to 3 watts, including the power supply fan.
The harddrive is spinning in an endless loop, and probably uses 5 watts. (I'll explain that in a minute)
When it's time for your BIOS program to start the processor, the power supply falls flat on it's face.
Why?
Because processors use anywhere from 55 watts to 125 watts. Depends on the processor make and model.
An Electrolytic Capacitor, or capacitors, have gone bad in your power supply. These are filters that change raw DC electricity into true D electricity.
Your processor MUST have a steady, clean, supply of DC electricity.
If it doesn't, it shuts off. If there isn't enough DC electricity, it doesn't turn on.
No processor, there's nothing to make the Operating System work.
(Windows XP is an example of an Operating System)
Therefore the harddrive just sits there and spins. It's in an endless loop.
Try a known, Good power supply for your computer.
